The Rochester school board this week passed an annual spending plan and provided an update on a potential overhaul of its school enrollment zones.

The $980 million spending plan adds $52 million from 2020-21. Most of that sum is not additional services but rather covers rising costs for employee salaries and benefits. That annual change is known as the structural budget deficit – something RCSD has repeatedly identified as a pressing concern but declined to confront this year.
