Infants and preschool children with disabilities have the right to receive special education services. Children Birth to two are eligible to receive services through Early Intervention which is provided by the County and through the local School District. These services are typically provided in the home setting. Children can receive a variety of services and it is not usual for a child to receive Speech and Language, Occupational Therapy, Physical Therapy, and/or itinerant Special Education services.
Children age 3 to 5 have the right to services as Preschoolers. If they are found eligible for services through the Committee on Preschool Education (CPSE), they are then eligible for services as a “Preschooler with a Disability”. They are eligible for special education and related services including Speech, Occupational, and Physical Therapy Services, among others. These are typically provided in the Preschool setting.
