This memo provides guidance to public school districts and charter schools regarding the responsibilities for supporting students transitioning into and out of juvenile detention facilities, including:

  1. Maintaining student enrollment while in a juvenile detention facility.
  2. Appointing a transition liaison to collaborate with detention programs and provide support to students and families throughout the students’ stay and when they re-enter the school community; and
  3. Transmitting student records to the detention facility promptly to support educational continuity.

Education continuity is necessary to reduce students’ future interaction with the justice system and keep them on a path toward college and career.
