Department declined to specify reason for personnel changes

The crisis in the Rochester City School District’s special education department deepened Tuesday, with the top district administrator and one of her two deputies put on administrative leave and the other deputy gone from the district.

The special education chief, Kisha Morgan, had been on medical leave since Sept. 2, while Dan Fontanez, a director beneath Morgan, was on paid administrative leave. Now Morgan is on administrative leave and Fontanez has resigned, RCSD spokeswoman Marisol Ramos-Lopez said. The other director, Amy Tata, is also now on administrative leave alongside Morgan.

Ramos-Lopez declined to specify the reason for the actions except to say that the district is cooperating with a wide-ranging state investigation into its special education department.
