More than two months after Natalie Sheppard announced she was resigning from the Rochester school board, her seat remains vacant, and the CEO of a local charter school is one of the finalists to fill it.

The process to appoint Sheppard’s successor has been bogged down by the usual political infighting on the board. The decision now rests solely with President Van White, who is loathe to appoint someone who the rest of the board will not accept.

One finalist, according to four people with direct knowledge, is Walter Larkin, the former Edison Technical and Occupational High School principal who now serves as CEO of University Prep Charter School.

Five people involved in the process discussed aspects of the stalled appointment on condition of anonymity because the process is supposed to be confidential.
